For Windows and Linux, it will download the a JRE from the SQL Workbench/J homepage. For MacOS, it will download a Java runtime from Adoptium. The Java runtime will be stored in the sub-directory jre which is automatically used by the Windows launcher and the shell scripts to start SQL Workbench/J
The shell scripts (and the batch files) first check if a Java runtime is available in the sub-directory jre. If that is available it will be used. The shell script download_jre.sh will automatically extract the Java runtime into that directory.

If neither of those steps found a Java runtime, the launcher offers to download a Java runtime or select an existing installation. The Java runtime is downloaded from Adoptium, as the the provided batch file does.
Similar questions seem to indicate that it's a 32-bit/64-bit conflict, but I'm 99% positive that I downloaded 64-bit versions of both Eclipse and Java (RE 7u5), which I chose because I have 64-bit Windows 7.
This can happen when a system has more than one JVM installed, as is often the case on Windows 64-bit (for example, the JRE download page uses the bit-ness of the browser to determine what bit-ness download to offer you, and many people use(d) 32-bit browsers even though they run 64-bit Windows).
So the solution is quite straightforward: You need to synchronise them by updating either one. This shall happen when downloading Oracle Fusion middleware and Eclipse expects a 32-bit environment while your JRE is 64-bit and your JAVA home is pointing to a 64-bit JDK.

This page asks you to select the root folder of a 32 Bit Java Development Kit (JDK). You cannot continue the installation process without doing so. If none is installed, click the Download JDK button, download and installa a 32 Bit JDK and restart the installer. I am using separately download Maven 3.1.1 instead of embedded version. It is the only version that even lets me run Maven Install successfully. When I tried doing Maven Install with the embedded version I got a similar zip file type of error:
If you still see the issue, please try opening the jar file that is mentioned in the error to see if there is an error with it. If you see issues opening the jar file, please try to download the jar file manually and install it into the repository.
The Web installer for Java tends to be a little bit buggy. That being the case, the offline installer package will sometimes succeed where the Web installer fails. You can download the offline installer for Windows.
If you run into problems installing Java on Windows 7 or Windows 8, try installing Java as an administrator. To do so, download the offline installer and save it to an empty folder on your hard disk. Then, right-click on the executable file and choose the Run As Administrator command from the shortcut menu.
There have been some reports of antivirus software preventing Java from being installed. If you want to see whether your antivirus is causing your problem, I recommend downloading the offline installer, updating your antivirus software, and then performing a full system scan. This will help make sure that there are no infections on your system before you disable the antivirus software.
